The Government of India has issued an official announcement on the Assam OBC Scholarship Scheme. Essentially, these are centrally supported pre- and post-matric scholarships for Assam students belonging to Other Backward Classes (OBC / MOBC) for the academic year 2021-22. Candidates who are interested and eligible may apply online for the OBC Scholarship Assam 2021 through the National Scholarship Portal (NSP) at www.scholarships.gov.in.

Eligibility Criteria of Assam OBC Scholarship


These scholarships are available for studies in India only and will be awarded by the Government of the State/Union Territory to where the candidate is genuinely a permanent resident. The specific eligibility requirements for each scholarship are listed below.

Pre-Matric Scholarship for OBC Students


 

# Scholarships will be awarded to students whose parents/guardians' total annual income does not exceed Rs.2,50,000/-.


# Scholarships may be awarded to day scholars enrolled in class I or any subsequent class of pre-matric stage, and to hostlers enrolled in class III or any subsequent class of pre-matric stage. The scholarship will expire upon the completion of class X. The period of the scholarship will be ten months during the academic year.


# The scholarship will be available only to institutions and pre-matriculation programmes that have been duly approved by the respective State and Union Territory Governments.


# Students may not be permitted to work or assist parents with their work during their schooling.


# The award will be withdrawn if a student does not receive annual advancement, save in the case of unavoidable circumstances recognised by the scheme's competent body.


# Under typical conditions, students would not be permitted to transfer between institutions throughout the academic year, save in extreme circumstances and in the interest of the student's academic career.


# No scholar who receives benefits under this scheme is eligible to receive benefits under any other pre-matric scholarship programme.


# A minimum of 60% attendance in the preceding year should be required to qualify for a scholarship.


# At least 5% of students should be covered by the scholarships.


# To minimise duplication, the target recipients' bank accounts should be seeded with Aadhar.


# 30% of beneficiaries should be female students.

Post-Matric Scholarship for OBC Students

# Scholarships will be awarded to students whose parents/guardians' total annual income does not exceed Rs.2,50,000/-.

# The scholarships will be available to Indian nationals who are classified as OBCs by the Central Government/State Government/UT Administration;

# These scholarships will be awarded for study in any recognised post-secondary or post-matriculation course offered by recognised institutions, with the following exceptions: "Scholarships are not available for training courses such as the Aviation Maintenance Engineer's Course or the Private Pilot License Course. Courses at Training-Ship Dufferin (Now Rejendra); Courses at the Military College in Dehradun; Courses at All India and State-level Pre-Examination Training Centers."

# Only candidates who fall within the specified OBCs in relation to the State/UT to which the applicant is actually a resident, i.e. permanently settled, and who have passed the Matriculation or Higher Secondary or any higher examination administered by a recognised University or Board of Secondary Education will be eligible.

# Candidates who, after completing one stage of education, are enrolled in the same level of education but in a different subject, e.g. I. Sc. following I.A., B.Com. following B.A., or M.A. in a topic following M.A. in another subject, will be ineligible.

# Students who have finished their educational career in a single professional field, e.g., LLB following a B.T/B. Ed, are ineligible.


# Students enrolled in the XI class of the Higher Secondary School or the XII class of the Multipurpose High School are unable to enrol in this subject as a continuous school course. However, in circumstances where the tenth class examination for such courses is considered comparable to Matriculation and students enrol in other courses after passing tenth class, such students will be considered post-matric students and will be eligible for financial awards.

# Students enrolled in post-graduate courses in medicine who are not permitted to practise during the duration of their course will be eligible.

# Students who enrol in any recognised professional or technical certificate/diploma/degree programme after failing or passing the Undergraduate/Postgraduate examinations in Arts/Science/Commerce will be offered scholarships if they are otherwise eligible. No future failure will be tolerated, with the exception of Group 'A' courses, and no additional changes to the course will be permitted.

# Students enrolled in correspondence courses are entitled for repayment of the non-refundable cost. Correspondence education encompasses both distance and continuing education. Along with the repayment of the non-refundable cost, such students would be eligible for a yearly stipend of Rs. 900/- for required/prescribed books, as applicable.

# Scholarships will be awarded to no more than two boys of the same parent/guardian. However, this restriction will not apply to females. As a result, girls of the same parents/guardian will not be disqualified from applying for scholarships up to two boys of the same parents/guardian.

# A recipient of a scholarship under this Scheme will not be eligible for any other scholarship/stipend. If the student is awarded another scholarship/stipend, he or she may choose between the two scholarships/stipends, whichever is more beneficial to him or her, and shall notify the awarding authority via the Head of the Institution of the choice made. No award will be paid to students who accept any other scholarships/stipends while enrolled in this Scheme. In addition to the scholarship amount paid under this Scheme, the student may take free lodging, a grant, or ad-hoc monetary assistance from the State Government or any other source for the purchase of books, equipment, or meeting board and lodging expenditures.

# Scholarship holders who receive coaching in any of the pre-examination training centres with financial assistance from the Central/State Governments shall be ineligible for stipend under the coaching schemes for the duration of the coaching programme.

# Employed students whose combined income with that of their parents/guardians does not exceed Rs. 1.00 lakh per annum are eligible for post-matric scholarships to the degree that all compulsory non-refundable fees are reimbursed.


# Unemployed students whose parents/guardians' total annual income does not exceed Rs. 1.00 lakh would be eligible for the Scheme's scholarship.

The Worth of an OBC Scholarship


Pre-Matric Scholarship:

The scholarship is worth between Rs 100 and Rs 500 per month, depending on the classes students take.

Post-Matric Scholarship:
The scholarship will cover the following: Maintenance Allowance, Reader Fees for blind students, reimbursement of compulsory non-refundable fees, Study Tour Fees/thesis typing/printing charges, and book allowance for students pursuing correspondence courses for the duration of the course.
