How to Apply for EWS Certificate in Assam?

EWS certificates are essentially income and asset certificates granted to citizens who are economically disadvantaged. Economically Weaker Section (EWS) is a newly created reservation sub-category inside the General category, effective January 1, 2019.

Individuals belonging to EWSs who are not covered by the programme of quota for SCs, STs, and OBCs shall be eligible for 10% reservation in direct recruitment to government offices and services.


To be eligible for 10% EWS reservation in any government employment or admission to a higher education institution, candidates must essentially exhibit a valid EWS certificate issued by the competent authority.

 

Eligibility Criteria for Assam's EWS Certificate

Individuals who are not covered by the SC, ST, or OBC quota programme and whose family has a gross annual income of less than Rs. 8.00 lakh (Rupees Eight lakh only) have to be designated as EWSs for reservation purposes.

Income shall also comprise earnings from all sources, including pay, agriculture, business, and profession, for the fiscal year preceding the application year.

Additionally, regardless of family income, individuals whose families own or hold any of the following assets will be precluded from being recognised as EWS:

i. 15 Bigha or more of agricultural land in rural areas.


ii. Residential land of at least one bigha in rural areas.


1.5 Katha of land in a Municipal Corporation/Municipal Board/Town Committee area that has been notified.


iv. A dwelling unit with a gross floor area of more than 1000 square feet or more in a notified Municipal Corporation/Municipal Board/Town Committee area.

# When applying the land or property holding test to determine EWS status, the property held by a "Family" in multiple locations of different places/cities would be combined.


# For this purpose, the term "family" refers to the individual seeking reservation benefits, his or her parents and siblings under the age of 18, as well as his or her spouse and children under the age of 18.

 

Issuing Authority & Verifying Authority


 

# The EWS benefit is available upon submission of an Income and Asset Certificate issued by the Circle Officer or Circle Officer (A) of the Revenue circle in which the candidate and/or her/his family ordinarily reside.


# Only the Income and Asset Certificate issued by one of the following authorities (described below) in the required format (described below) shall be recognised as verification of the candidate's claim to be an EWS member:


-The Officer issuing the certificate would do the same thing after thoroughly reviewing all pertinent documents in accordance with specified procedures.


- Unless the essential date for submitting the candidate's income and asset certificate is specified otherwise, the closing date for receipt of applications for the post may be taken as the crucial date for submitting the candidate's income and asset certificate.

- Appointing authorities should include the following condition in their offer of appointment to candidates claiming to be members of EWS:-


" The appointment is provisional and is subject to verification of the Income and Asset Certificate through the proper channels; if verification reveals that the claim to be an EWS beneficiary is false/false, the services will be terminated immediately without assigning any further reasons and without prejudice to any further action that may be taken under the provisions of the Indian Penal Code for production of a false/false certificate."

The appointing authority shall verify the authenticity of the candidate's Income and Asset Certificate obtained from the certificate issuing authority.

Important points regarding appointment by EWS category


# In case all posts in State Government reserved for EWS are not filled up by candidates belonging to EWS category during the recruitment process due to shortage of eligible candidates, the balance posts will be filled up from candidates of unreserved category.


# Persons belonging to EWS selected against the quota for persons with benchmark disabilities/ex-servicemen shall be placed against the roster points earmarked for EWS.


# A person belonging to EWS cannot be denied the right to compete for appointment against an unreserved vacancy. Persons belonging to EWS who are selected on the basis of merit and not on account of reservation are not to be counted towards the quota meant for reservation.

Following documents are must have to issue Income and Asset Certificate -

 

# Address proof


# Identity proof


# Salary slip (if employed)


# Land revenue receipt (on verification by LM in case of farmer)


# Any Other documents (Any voter list, Gaon Burrah Certificate,Land Revenue Payment Receipt,etc.)

Authorities to issue Income and Asset Certificate

 

Following officers are officially authorized to issue Income and Asset Certificates

 

(i) District Magistrate/Additional District Magistrate/ Collector/ Deputy Commissioner/Additional Deputy Commissioner/ 1st Class Stipendary Magistrate/ Sub-Divisional Magistrate/ Taluka Magistrate/  Executive Magistrate/ Extra Assistant Commissioner

(ii) Chief Presidency Magistrate/Additional Chief Presidency Magistrate/ Presidency Magistrate

(iii) Revenue Officer not below the rank of Tehsildar and

(iv) Sub-Divisional Officer or the area where the candidate and/or his family normally resides.
