Ishan Uday is a unique scholarship scheme introduced by the University Grants Commission (UGC) for students from the North Eastern Region (NER) with the objective of promoting higher education and encouraging children from the region's economically disadvantaged sections.


Each year, 10,000 new scholarships are awarded under the Ishan Uday scholarship system to NER students pursuing general degree programmes, technical and professional programmes, as well as medical and paramedical programmes.

1) Is this scheme open to all students enrolled in Indian universities, colleges, and institutes?
No. The schemes are open to candidates from the North-Eastern states of India, namely Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, and Tripura.

2) Is there a maximum yearly income threshold for candidates to be considered for inclusion in the scheme?
# Yes, the scheme is open to candidates whose yearly family income is less than or equivalent to Rs.4.5 lakh per annum.

No. Students must have passed the class XII or equivalent test during the current academic year to apply.

6) Are students enrolled in private/deemed universities (i.e., those that are not sponsored by the federal or state governments) able to apply?
No.

7) Are students enrolled in qualifying institutions' integrated courses eligible to apply?
# Yes. Applicants must be enrolled in integrated courses. However, the awardee will get funding for only the undergraduate portion of the course.

8) Are dual degree students eligible to apply?
# Yes. The awardee, however, will be eligible to receive the scholarship only throughout the duration of the first degree programme.

9) Is the scheme applicable to all courses?
# Indeed. The grant will be given to students enrolled in general degree programmes, professional programmes, technical programmes, and medical and paramedical programmes (including MBBS, BAMS, BDS, B.Arch, BTech etc.)

10) Is there a difference in the scholarship amounts paid to awardees? Payments will be regulated in what way?
# Yes. There are two distinct scholarship amounts payable to awardees? Rs.5400/- per month for general degree programmes such as BA, BSc., BCom, BMS, and BBA, and Rs.7800/- per month for other degrees such as technical, professional, medical, and paramedical. The amount of the scholarship will be determined by the institution's verification supplied at the time of application.

11) Will the scholarship be transferred if the awardee changes institutions or courses of study during the fellowship's duration?
No. There is no provision for scholarship transfer.

Objective of Ishan Uday Scholarship

The Ishan Uday Scholarship Scheme for the North Eastern Region 2021 has the following objectives:


1) To ensure equal access to higher education in the NE Region.
2) To boost the NE Region's Gross Enrollment Ratio (GER).
3) To place a greater emphasis on professional education in the NE Region.
4) Optimal allocation of NER budgetary resources.
It is intended to grant ten thousand (10,000) new scholarships per year commencing in the academic year 2014-15 for general degree programmes, technical and professional programmes, as well as medical and paramedical programmes.

Eligibility Criteria of Ishan Uday Scholarship


Type of Educational Institutes:

Students with NER domicile who have passed the Class XII or equivalent exam from a school located within NER through any recognised Board of Education, including the Central Board of Secondary Education (CBSE), the Indian Certificate of Secondary Education (ICSE), or the National Institute of Open Schooling (NIOS) located within NER only, and who have been admitted to general degree programmes, technical and professional programmes, including medical and paramedical programmes (Integrated courses include

A) Universities/Institutions/Colleges covered by UGC Act Sections 2(f) and 12(B).
B) Deemed to be Universities as defined in Section 3 of the UGC Act, 1956 and so eligible for UGC grants-in-aid.
C) Publicly sponsored universities/institutions/colleges.
D) Nationally Significant Institutes.
E) Institutions that are recognised by other Statutory Councils both within and outside the United States


 Class: Only first year Under-graduate students are eligible to apply for the scholarship.

Course: For integrated degree courses the scholarship will be tenable for the complete duration of the course. For dual degree courses the scholarship shall be tenable for the first degree only. The university shall clarify it while recommending a candidate for scholarship.

Family Income: For availing scholarship under this scheme, the income of the parents of the student should not exceed Rs.4.5 lakh per annum.

Reservation: Transgender candidates are eligible to apply under the scheme. The reservation shall be followed as per Government of India norms.

Exclusions:

The following are not eligible for participation in this scheme:

1) Students enrolled in open university courses/programs.
2) Students who have already been awarded a scholarship to pursue an undergraduate degree under another scheme (s).
3) Students admitted via'management quotas'.
4) Students enrolled in courses, such as diploma programmes, that do not result in the award of a degree.
5) Students whose parents' annual household income surpasses Rs.4.5 lakh.

Ishan Uday Scholarship Amount


A monthly stipend of Rs.5400/- for General Degree degrees and Rs.7800/- for Technical & Professional courses (including Medical & Paramedical courses) would be paid to the recipient student via Direct Benefit Transfer (DBT).

Selection Process of Ishan Uday Scholarship

The Ishan Uday Scholarship Scheme selection procedure is based on the following factors:

# Each year, 10,000 (ten thousand) new scholarships will be offered.
# Slots will be distributed among the NER states based on population census data (last).
# If slots in a particular state remain open due to a lack of qualified candidates, the vacant slots will be divided fairly among the remaining states.
# Reservations for people with disabilities (PwD) would be made in accordance with Government of India regulations.
